The problem of the research is represented on the impact of the ethnic overlapping on the political culture. The research used a number of methods such as the historical and descriptive method and the method of the case-study. The research depended on a number of sources and references and previous academic studies along with personal interviews, questionnaires and the direct observations and the concentrated discussion sessions. The research reached a number of results most of which are: 1- The motives of those coming from Ethiopia and Eritrea to be absorbed in political in the Sudan differ for they work in the political side as ethnic groups and in the cultural side they care for their tribes and language as and their political allegiance changes according to the system of the governance . 2- The effect of the over lapping of Ethiopian and Eritrean presence of the political culture in the area of Gadarif in dual political allegiance, and the spread of corresponding with the neighboring countries and the penetration of political and demand parties and entities. 3- There are Ethiopian grand’sin the agricultural lands in the Gedarif area ( Alfashaga). And some of the most important scientific assumptions of this research are; that the financing policies issued by the Central Bank of Sudan did not contribute in the development of agricultural sector and its improvement because of the presence of moral relationship between the issued financing policies and the marginal profits of the Murabaha. The practical importance of this research in dealing with the financing policies and their impact on agricultural sector’s performance lies in the fact, that researches in this aspect of study are very rare, this will enable this research to be a special addition to agricultural sector studies. The research aimed at analyzing the obstacles facing the agricultural sector in The Republic of Sudan and explaining the roles of Banks to finance and improve it. This research comprises four chapters. The first chapter traces the methodological scope of the research and the past studies. While the second chapter deals with the explanation of the financing policy's understanding and its improvement. The third chapter is specialized to treat agricultural sector and its economic importance during the period stated in the research. The fourth, which is the last chapter, deals with the role of Bank in financing and improving the agricultural sector. The researcher tried to make use of a number of scientific research methods suitable for this research. He made use of the analytic descriptive method for the phenomenon its analysis as well as using the statistic analytic program (SPSS). The important results which the research arrived at are that: the central bank's policy marginalizes the highest profits imposed on the Murabaha which ranges between 9% to 15% this made financing to become an additional obstacle which does not contribute in developing the agricultural sector. The problem of this study revolves around the regional role of conflict resolution in Somalia and the effectiveness of this role in achieving security and stability so as to ending the conflict in Somalia. The problem of this study showing the roots of the conflict in Somalia was caused by the division of Somalia, which was caused by foreign colonialism and the annexation of some of its parts to neighboring countries, this study is aimed at identifying the contribution of foreign countries to solving the Somali crisis and identifying the internal and external factors that led to the conflict in Somalia. The importance of this study lies in the interest of regional forces, regional organizations, and the contribution of other parties to resolving the conflict in Somalia, through the efforts done by African Unity and African Union and the IGAD. The researcher used historical method to identify the roots of the problem and track the stages of its grows in addition to the use of descriptive analytical method to analyze the nature of the conflicts and types and dimensions and knowledge of other problems related to the conflict and its implications and that for realization the hypothesis of the study. The most important results of this study are as follows: Somalia strategically location and it located on the Red Sea, making it one of the most important ports in the world, Somalia is one of the most countries that suffer from conflicts and international intervention in the region, which led to its division and the annexation of some of its parts to neighboring countries, to resolve conflicts in Somalia depends on achieving or imposing peace through diplomacy.
