Abstract: The effectiveness of editorial policy in producing the media message and its implications on bilateral relations between countries.A descriptive case study of Sudan and Ethiopia Prepared by: Muzammil Suleiman Hamad Muhammad Abdallah ,msuliman@gamil.com The thesis aims to find out the editorial policies followed in each of the media institutions in both Sudan and Ethiopia and the obstacles that limit the effectiveness of the editorial policy of radio programs directed to the peoples of the two countries , and to identify the trends of the audience receiving radio and television programs in the two countries, in addition to identify the controls followed by the two countries in setting public policies and highlighting the role of the media in strengthening people's relations, especially between Sudan and Ethiopia, based on editorial policies. The researcher followed the descriptive analytical approach, the case study approach and the historical approach according to the characteristics and features of each approach, in addition to the questionnaire tools, which included experts, radio audiences, television viewers, observation and interview. The study reached a number of results represented in: Ethiopia has a written editorial policy that has been implemented since July 17th ,2014 , although it has not been evaluated as stipulated in the decision to approve it by the Ethiopian Parliament every five years, while the study revealed that Sudan has an oral and not written editorial policy despite the issuance of a law and founding order for Sudan Radio and Television Corporation for the year 2014. The study revealed the weak knowledge of planning and strategic planning for media and editorial policy between in the two public broadcasting bodies (Radio & TV), which led to the weakness of news and program production in both countries. The study recommended the following: Sudan have to implement editorial policies so that the media can carry out their tasks and duties to the fullest extent, and that Ethiopia works to evaluate its editorial policies approved by Parliament, the media and the Ethiopian Broadcasting Corporation (Radio & TV) work under them periodically to improve performance in accordance with what was stipulated in the decision approved by Parliament who specified that these policies should be evaluated every five years from the date of their approval. The study also recommended that the Radio & TV organizations in Sudan and Ethiopia should make joint editorial policies and establish joint radios and channels that correspond to the nature and specificity of the relations of the two countries, similar to the decision of joint radios and channels such as (Radio Valley of the Nile, from Khartoum and Cairo).
