Abstract: The research dealt with the role of human relations in the HRD resources of human development. The problem is that some organizations do not care about human relations that directly affect individuals who work in the career ladder, which leads to job dissatisfaction and thus impedes the process of developing human resources. The aim of the research is to shed light on human relations and their impact on human resource development, as well as to identify the impact of establishing a culture of participation on human resource development, as well as studying the impact of team follow-up on human resource development, as well as highlighting the role that wise leadership plays in human resource development. The research followed the descriptive analytical method, the historical method, and the case study method. The research hypotheses are based on: Establishing a culture of participation leads to the development of human resources, as well as adopting a teamwork method that contributes to the development of human resources, as well as rational leadership that leads to human resource development.
