Abstract: This research dealt with strategic thinking and its impact on the development of human resources by applying to the international university of africa. Where the research problem was to know the extent of the impact of strategic thinking in developing human resources and evaluating their administrative and strategic performance. how to develop the performance of human resources in universities, and the objectives of the research dealt with identifying the theoretical side of strategic thinking, and identifying the impact of strategic thinking on the development of human resources. With statistical significance between determining the available and possible resources and capabilities and the ability to invest them efficiently and develop human resources. The study followed the descriptive analytical approach. Human resources and management information system contributes to the development of human resources. The study recommended paying attention to the concept of human resources and the factors that affect them, working on developing human resources to get rid of problems related to poor performance at the university, and paying attention to strategic thinking as one of the important concepts to lead the university to achieve its goals.
