Abstract: The aim of the research is to identify the role of administrative development in improving the performance of institutions, and to clarify the role of training in improving the performance of institutions, and to highlight the role of developing and developing organizational structures in improving the performance of institutions, and to clarify the impact of the development of laws, regulations and regulations on improving the performance of institutions. The research problem was that the performance of government institutions is characterized by complexity, length of procedures, and poor efficiency, and this results from the failure to activate and apply administrative development in these institutions in the required manner, which requires developing plans to activate administrative development in government institutions in order to improve their performance. The research tested the following hypotheses: There is a statistically significant relationship between the quality of training and the improvement of the performance of institutions, there is also a statistically significant relationship between the effectiveness of organizational structures and the improvement of the performance of institutions, and there is also a statistically significant relationship between the development of laws, regulations and regulations and the improvement of institutions performance. The research followed the descriptive analytical method and the case study method. The research reached a number of results, including: The structure used in the Ministry of Animal Wealth is not flexible and does not enable workers to complete the work at the required speed, the ministry follows old laws and policies and does not keep pace with the matter that negatively affected its performance, that the administrative development strategy is concerned with the objectives of the institution and provides administrative competencies to fill organizational needs. The research came out with a number of recommendations, including: the need for the ministry to identify training needs according to the shortcomings of the workers, and the need to pay attention to human relations and encourage teamwork by the senior management in the ministry, which contributes to improving performance, as well as working to spread awareness and full awareness of the concept of the administrative development process.
