dc.description.abstract This study is entitled: Ethiopian foreign policy towards Somalia and its impact on the Horn of Africa and the historical role that characterized the region, which is of utmost importance to the international powers. The Ethiopian foreign policy rearranged the situation in the Horn of Africa, which relied on restoring confidence and opening ways of communication in all its methods and making relations of cooperation with the of the Horn of Africa’s countries in all fields and in contributing an active role in all that would achieve peace and stability which is reflected negatively or positively on Internal situations. according to the new changes in the region and the establishment of the African Union, so Ethiopia has a key role to play in the new Organization. In addition to its active role in Somali reconciliation and bringing the views of the Somali parties closer to what is going to be their national security in the future. The researcher used in this study: historical, descriptive and analytical method. The study concluded that Ethiopia is still afraid of the Somali groups, especially the Islamic trend groups, and the conflicting factions of power in Somalia, provided Ethiopia with information that helped Ethiopia to establish a strategy based on conflict and confrontation with its neighbors Somalia, which led to the adoption of the principle of preemptive attacking or preventive. The most important results of this study as follows: • Somalia and Ethiopia have common interests not to build on the old political legacies, but to open a new page in dealing with them on the principle of good neighborliness and friendship also to establishing relations of common interests that benefit the two countries in addition to respect and acceptance of the other. • Must to intensify efforts to provide an appropriate solution of the bordering dispute between Ethiopia and Somalia. The recommendations of this study must to pay great efforts that serves the interests of the people in the region, ending bloody conflicts, care of economic development and infrastructure, striving for economic, social and political integration that will lead to stability in the region and its Arab, African surroundings countries.   en_US
