Abstract
This study is dealing with the issue of administrative decision- making at the times of crises :study of the events that accompanied the death of Dr. john Garang . The problem of the discussion emanated form the unawareness of the officials about the principle of decision – making democracy , beside scarcity of studies abut the issue . The study put forth a number of assumptions such as the manager's experience and efficiency that helps in making the sound administrative decision at the time of crises .
The study has included four chapters and a number of themes ; the first chapter has dealt with the development and legitimacy of the administrative decisions theory ; the second chapter has tackled the stages and types of sharing in administrative decision – making ; the third chapter is about effective factors on the process of administrative decision- making ; and the fourth and last one represents the applied study.
The researcher has arrived at a number of conclusions and recommendations :
a- Conclusions :
1- thoughtful steps in decision-making , as hurriedness and lack of wisdom and perseverance lead to some risks regarding decisions
2- the equilibrium between the different disputing parties' claims is the sole way of evading dilemmas , and achieving successful
administrative decisions at the time crises .
b-Recommendations :
1- the decision should aim at safety and security.
2- caring for mass media and means of decision- making to create the appropriate climate for making decisions.
