Abstract
This research handles the significances of the work measurement, in determining man- power. Work measurement is the principle element and supporting factor, for the appropriate planning for man –power, in any (organization, institution, corporation any other corporate personality.). this because of its importance for taking the proper decision, for raising the efficiency of performance and productivity, focus on man-power actual number for performing work, the control of the cost of the human element and its rationalization and setting plans for training and promotion of the efficiency of employees. It also assists in the combat of the functional slackness and expose the actual deficiency, by the measurement of the size of work.
The study depended on the deductive approach, of reference to the secondary data (books, references, periodicals); in addition to the inductive approach, through the personal interview technique, as a primary source.
The research contained the methods of the preparation of the measurements standards thus, the time and motion study were chosen. A stop watch was used, and applied on the Sudanese telecommunications company, in an analytical study about the performance of man-power, for number of comparative activities.
Compared to the size of work and the specified man-power for each activity. This had shown that this has a major role in working through it, the knowing of the increase and decrease in the activity, compared to the other and benefiting from the process of measurement.
The research found out, in the conclusion that there are some results; the most important of which are: there is need for adopting the standards vision of the required, qualified, well trained and experienced man-power, at suitable time and place. Likewise, the redistribution of the excess employment to the other activities- after training. There is, also, the determination, which leads to setting the real cost of the human element and reduces the direct costs, which are represented by the tool of work, renting cars and others.
The research spilled-over, some recommendations, the most important of which are: the necessity to care for the study of work measurement, in all acclivities, setting
measurement standards for the technical and engineering works, coring for training
and realistic recruitment for filling the job, according to its requirements and the need for drawing job description for each job sticking to same, whatever the matter was.
There is also, a need for setting a procedures manual and work maps to determine the elements of measurement, work for coping with the advances in the rapidly growing technology, in the field of computers, which bring forward, every day, new systems which affect man- power, which necessitate the amendment of the measurement standards, from time to time.
The research contained three chapters, which, on true, contained ten sections.
The first chapter handled the concepts and significance of the work measurement, its start, development, ways of measuring, the use of the appropriate technologies, in the measurement processes it also contained the elements of measurement, by the extrication of the measurements roles and their application in the general fields, which are represented by the roles of connection, for the determination of the number of instructions, the health cadres and the workers cadres, in the public service, in Sudan, as a model which was operative for long periods of time.
Chapter two, handles the establishment of the Sudanese Telecommunications company, the stages of the development of its organizational structure and job structure, the types of jobs in the company and the working activities in the company.
Chapter three handles the applications of work measurement, on the said company, in
a number of activities which need employees, according to the volume of work: such as
the atelicity of subscribers service, the external network, such as, installation, and
maintenance of the aerial and fixed telephone lines, the project management and some
other assisting activities.
