Abstract:
This study aims to reveal the real situation of the information offices in the key ministries and to contribute to discover the weaknesses and defects in these offices in order to find out solutions to these problems and challenges. The researcher has opted to choose the Press Office of Presidency to conduct this research in a bid to reveal the role it plays in the promotion of performance, in terms of the applying of scientific methods and standards in this respect. The researcher adopted the historical-descriptive method in this study case, relying on the primary sources and references, personal interviews and questionnaires. The study covered the period from 1977 to 2011.
The survey was conducted in the Ministry of the Presidency, Khartoum, Sudan, during the period from January 2012 to March 2012; all the data was collected by using tables, diagrams, charts and percentages. The study reached a number of results; marking the performance of the Press Offices mainly, namely; inadequacy in human resources, shortages in technical equipment, lack in training, absence of necessary organizational structures, unclear job description which leads to overlapping of missions and roles, weakness with regard to activities in opinion polls and scientific research. The role of media is given less importance in the governmental institutions in general. Some recommendations are presented to reactivate the role of Press Offices, which include: the recruitment of qualified and trained personnel and provision of indispensable material resources, and the establishment organizational structures, paying attention to job description for the employees in Media departments of the media to avoid overlap and clashes in the tasks and competencies and to help applying the outputs of scientific researches in favor of the work.
The study is divided into five chapters: Chapter One deals with the methodological framework of the research. Chapter Two tackles mainly the concept of media policy and the general policy, while Chapter Three deals with the performance of Press Offices in the key ministries, the concept of key ministries -ministries of sovereignty-, and Chapter Four deals with the Ministry of the Presidency of the Republic; its tasks and competencies. Finally, Chapter Five which deals with the procedures of the survey, including the results and recommendations.
