Abstract

The objective of this study is to shed light on the impacts of internal and external environment components on the administrative performance of the local governments and realize relation between these components and local authorities after determining strengths and weaknesses therein to identify opportunities and threats. The problem of the study lies in studying and analyzing these economic_ social, political and financial components. It is difficult to evaluate the localities' performance by dealing with the structures and Laws of the localities ignoring others components because these components affect the provision of services. ()ne of the hypotheses of study is that there is relation between these components and the performance of the local authority; therefore it is important to realize the impacts of these components on the performance of Khartoum Locality as a case study. The researcher used a descriptive and analytical methodology based on collected data. The study consists of four chapters. The first chapter focuses on the definition of environment, the second chapter is about the internal effects of environment, the third chapter focuses on the external effects of environment and the fourth chapter covers analysis, results and recommendations. The most important results is that there is no approved organizational chart in Khartoum Locality, non-compliance to institutionalization inside different departments. Continuous intervention by Khartoum state's government in the function of Khartoum locality via repealing and amending acts devolving some powers and functions to localities without allocating resources. The duality of political and executive commissioner's post is one of the problems also. The most important recommendations of the study are that: the locality should focus on developing staff of the locality as responsible for provide services along with transforming the traditional administrative work in the locality electronic work to cope with technological development.
