Abstract:
The issue of strategic planning has recently been dealt with in elaboration due to its importance in the present and future of institutions in all fields such as social, economic, health and services whether such institutions are profitable or unprofitable ones. Strategic planning plays a central role in competence and effectiveness of the different institutions where it can effect positively or negatively on the level and degree of competence and effectiveness. Administrative concerns where the Labour Organizations endavour to raise the degree of effective competence to reach the proper utilization of human, material and information recourses.
This study handles with the role of strategic planning on the competence and effectiveness, taking The National Health Insurance Fund, as a case study. The researcher adopts the comparative descriptive method. Besides; the historical and documentary in tracing the phenomenon, subject of the study, as well as the inductive and deductive Approach that based on reviewing the relevant studies, references and scientific aids. The research used the questionnaire as a tool in collecting the data.
Following are the most important findings of the study: the existence of relationship between strategic planning and competence and effectiveness in health insurance. This means that the strategic planning has a positive effect on the level of competence and effectiveness in health insurance; and that the planning system adopted at the health insurance realizes the link and integration with interests and benefits of health insurance; and the advantages of its staff.
Following are the most important recommendations: -
Establishment of ideal hospitals at the capitals of states as starting point. This in return will reduce the financial cost to be paid by the National Health Insurance Fund to the health centers and hospitals from which it purchases the service. The necessity of scientific methodology to supervise and follow-up the implementation of the plans to achieve the required success. Also the necessity of caring for specialized training in the concerned field in Sudan and abroad.
The study falls into four chapters: chapter one handles the general framework of the study stating the concept of planning, its importance, objectives; and the difference between the concept of planning and strategic planning. Then the researcher speaks about the strategic planning in terms of concept, importance and axes; he also handles the concept of competence and effectiveness stating the scientific methodology for the effectiveness of planning.
Chapter two is devoted to Health Insurance Administration in Sudan and touches on the beginning and development of health insurance; and he gives samples of international health insurance systems, then the experience of health insurance in Sudan and the functions of the management therein.
Chapter three deals with the role of planning in raising health insurance competence where the researcher speaks about the importance and role of planning in the health insurance system then he shows the hindrance of strategic planning.
Chapter four is devoted to the case study (applied study) then the choosing the hypotheses of the study.
