| dc.description.abstract | The research titled the performance evaluating of government institutions, as suggested by using the Balanced Score Card (BSC) methodology - a case study: Water Authority of Khartoum state. The research problem clarify the several of the most important reasons, include: 1. The absence of the profit target reflected in government economic sector on the standards for measuring and evaluating performance, because that makes it difficult to achieve the desired level of quality in services. 2. The performance of the government economy sector Surrounding many of problems, which requires the need to rely on modern methods of evaluation, especially under event variables at all levels (local and international), and the results reflection of this evaluation on the quality of services, provided by those institutions. 3. Manage and evaluate performance and methods of financial control and administrative, and component efficiency, effectiveness, productivity increase, accountability, transparency and promote citizenship in the public sector of the economy, still below the required level. The research aims to addressing the problem of search, by studying the impact of evaluation the performance of the government economic sector, to achieve justice, when evaluating the performance and focus on citizens' satisfaction the services provided by them. Also, study the suitability of a situation of economic units (Water Authority of Khartoum State) to apply the Balanced Scorecard style to measure and evaluating performance. To achieve the objectives of the study were tested the following hypotheses: 1. Performance evaluation leads to innovation the sophisticated patterns of performance in the management field of public money in economic units. 2. Performance evaluation lead to the lifting the efficiency and effectiveness of the performance evaluation, development and simplification of procedures. 3. Application model a Balanced Scorecard style to evaluate the performance is achieving the strategic objectives for economic units. 4. The application of the Balanced Scorecard style leads to the satisfaction of the client public with the Water Authority of Khartoum State. The practice study reached to achievement all hypotheses of the study, and researcher reached several of the most important results: 1. The performance evaluation helps in the analysis and interpretation of the results of the various relationships between aspects of expenditure and source of public finance. Hence, the final tracing the elements of government spending on macroeconomic variables. 2. Balanced Scorecard contributes to connecting strategy for all levels of management and individuals in the organization. 3. In the Water Authority of Khartoum State can predictable the customer needs directly. The research recommended a number of recommendations, including: 1. In the Water Authority of Khartoum State can need for attention customer complaints, study and reply once their knowledge, and make sure conviction the action taken. 2. When you use the Balanced Scorecard, the targets that are placed in each card must be stemming from the strategy of the organization | en_US |
