dc.description.abstract Abstract The research problem was that many obstacles face strategic planning, despite tremendous growth in the development and prosperity of higher education institution, this indicates that there is a problem to be studied and researched. This aim of the research is to know the extend to which entrenchment of the culture of participation in the strategic planing process affects performance improvement, as well as to indicate the extend of the impact of the flexibility of strategic planing on improving performance, and also highlight the role that the optimal use of available resources in the strategic planning process, and play to improve performance. The researcher followed the historical and statistical approach and case study. the research reached a number of results, the most promenint of which are: the university's senior management's is convinced of the importance of the consolidating the culture of participation in the strategic planning process, and then is also a department that support the flexibility of the university's strategic planing, which contributed to the process, and also the university's senior management's keenness to imploy its human resources and feel its ability to contribute to the optimization of its manufacture and future. The research came out with a number of recommendations, the most prominent of which are: The higher departments in higher education institutions must have an important conviction to establish a culture of participation the strategic planning process, and also it is important to have a management that supports the flexibility of strategic planning in higher education institutions and also higher departments in higher education institutions strive to employ its human resources in a way that makes it feel its ability to contribute in making its future optimally. en_US
