The anther of this search had focused on the main biller of the life of second khalifah Omer Bin ALkhatab, in which the Islamic state had eyte during his governor, and he was establish main policy of stat and it has learn the main reference and legalization his judiciary mission to Abu Musa ALashaary named as judiciary charter which is consider as unique charter since this day , also his brilliant effort (R .A) to facilitate the difficulties and resolve all the matters which was faced the Islamic nation , on that time more over he was the justice governor and the best leader , because he was faced more compslicated of state matter and strong rules to equalize all the people and was win more of military battles in addition to the his excellent management and employment searcher has collected all the opinions of Omer Bin ALkhatab (Allah please on hime) also the searcher focused on the achievements of constitutions , which served all Islamic nation on that time The searcher hope that this studies should be guided the people to take way and righter of life.
