Abstract: Title of thesis: the role of the policy of human resources management in achieving administrative distinction: field study on the managerial leaderships in the University of Sana'a from 2005 till 2015. the problem of the study is squeezed to the fact that there is a malfunction and a shortcoming in the policy of human resources department in Sana'a university, in addition , achieving the administrative distinction for the managerial leaderships would not be fulfilled unless getting rid of all malfunctions and shortcomings , therefore, recognition of the malfunctions and shortcoming is integral in the role of the policy of human resources management in order to achieve administrative distinction for the administrative leaderships in a scientific methodological approaches, where the study problem revolves around the main question : "what is the role of the policy of human resources management in achieving administrative distinction for administrative leaderships in the university of Sana'a ? The study aimed to recognize the effect of human resources management policy in the University of Sana'a, in achieving administrative distinction for the administrative leaderships. The study used the descriptive analytical approach, and data were collected by the questionnaire done by the researcher as it was made subject to the measurements of truth and intactness. The main assumption revolved around the fact that " there is no statistically significant effect at the level of significance of (a=0.05) for the effect of human resources management policy in the university of Sana'a , in achieving administrative distinction for the administrative leaderships with its dimensions (effective leadership ,strategy, management of organizational operations , organizational empowerment ,performance indicators). The study society was formed from the administrative leaderships in the university of Sana'a in the vocational levels, General director, administrative director, department chief. The total sample size of the study reached (242) word. The study reached numerous results most important of which: that the policy of human resources management in the university of Sana'a is gaining prevalence with average level, with an SMA of (2.83), together with the aspect of strategic human resource planning policy which scored the top level due to the relative importance of the dimensions of the policy of human ق resources management in the university of Sana'a according to the views of the study sample. While the policy of attracting, selecting and appointing human resources stepped to the rear, and the administrative distinction in the University of Sana'a is gaining prevalence with average level, with an SMA of (2.88). And that the strategic dimension scored the first level according to the relative importance of the dimensions administrative excellence in Sana'a University. While the aspect of effective leadership scored the last level. the study results also reached the fact that human resources management policy as an independent variable has an impact on the dependent variable (administrative excellence) with its dimensions (effective leadership ,strategy, management of organizational operations, organizational empowerment ,performance indicators), as it contributed to changes making in the administrative excellence , with a contribution rate of (77%) , and that the percentage difference which is (23%) represents other independent variables contributing to changes making on the dependent variable . And, that there is a correlation between independent variables (policy of human resources management) with the dependent variable (administrative excellence). As well as the fact that there are no differences in the prevailing administrative excellence in the administrative leaderships in Sana'a university according to demographic variables. The researcher presented many recommendations of which most important: The human resources department of the university should work on the application of standards relating to methodologies of work, which is represented in the strategic leadership, and setting policies , strategies and human management systems. As well as managing partnerships and resources, designing operations, establishing a special unit for the administration of excellence, which is concerned with the development of general policies of excellence in the university, and identify their requirements and mechanisms for their implementation, in addition to monitoring its application in reality, and the continuous evaluation of what has been achieved through feedback programs. And, building an effective strategy for excellence in the university based on radically different models from the traditional administrative ones.
