dc.description.abstractAbstract The study dealt with the role of quality in reducing risks by applying to the general administration of customs operations (Khartoum Airport) in the period 2012-2017. It is one of four general departments that branch out from the presidency of the Customs Authority to implement the customs procedures of maintaining the balance between facilitating trade movement and applying Effective customs control) and within this equation lies the risk. The study concluded that the top management of customs has formed a quality management committee represented by all departments under the supervision of specialized centers and quality experts. Within this committee are representatives of quality supervision in Khartoum Airport Customs Administration. The study also highlighted the importance of dealing with strategic and operational risks, As a requirement of TQM was the result of the establishment of a specialized risk management department at Khartoum Airport, the relationship between the study and analysis was analyzed using correlation and influence towards the establishment of bases and the scientific basis for the application of tuberculosis M requirements for total quality management, through continuous improvement and participation of all employees and focus on the customer, education, training and support of senior management and motivation to reach zero risk. The previous studies aimed to establish the concept of quality management and its applicability and the extent of support of the senior management, as well as to raise the level of employees' absorption of this modern style of management. All the previous studies that dealt with this aspect agreed that applying the quality standards to the institutions leads to reducing risks of all kinds. Through the research, the study concluded that the senior management of customs formed a quality management committee represented by all departments under the supervision of specialized centers and quality experts. Within this committee are representatives of quality supervision at Khartoum Airport Customs Administration. This indicates that there is strong support from senior management to reduce The study also highlighted the participation of all employees and the delegation of powers, which reduced the clearance time, which is a renewed demand from customers, thus reducing the risk of waste which the goods face when they spend more time in the customs sheds, indicating the second hypothesis. The study also highlighted that there is an interest in addressing the strategic and operational risks and the risks of self-control as a requirement of TQM was the result of the establishment of a specialized risk management department at Khartoum Airport, indicating a central role to implement the requirements of quality management. The study examined the relationship between continuous motivation and reducing risks. The study concluded that continuous stimulation in both physical and mental aspects leads to achieving job satisfaction and in turn leads to reducing risks, which indicates the achievement of the fourth hypothesis. On the basis of the results, the recommendations were expressed in the implementation of the wishes and preferences of the customers continuously and continuously. And expanding the scope of participation of customs workers in providing their views and suggestions on the quality program. And review the qualifications of specialized scientific and technical personnel and use them in the appropriate sites to achieve quality. Update and increase electronic control systems. The establishment of more specialized training courses to address the risks surrounding the services and the adoption of an incentive program for the value of seizures (for informants and informants to counter the temptation of seduction by smugglers) in the form of social services. The adoption of a periodic and monthly program to motivate creative workers and introduce modern automated means to complete service transactions. And the creation of cooperation with the countries of the region, which have been successful in reducing the risks to transfer and apply their experiences. As well as the application of ethical and scientific standards when accommodating the members of the customs. This chapter is divided into four chapters as follows: The first chapter, which contains two subjects, the first topic, the fundamentals of the research, the second topic, the previous studies. The second chapter is the quality management, and it contains three topics. The first topic: general concepts in quality management and the second subject: The third part is the risk management, and it contains three topics. The first topic: concepts and definitions of risk and the second topic: concepts and principles of risk management and the third topic: methods and criteria of risk management. The fourth was the field study of the research, which included an overview of the general administration of customs operations (Khartoum airport) as the first subject, and the second topic: data analysis and the third topic: test the hypotheses and discuss the results. Finally, the conclusion included: conclusions, recommendations, sources, references, annexes and names of arbitrators.en_US
