دور الحوكمة في فاعلية الحكم المحلي: دراسة حالة محلية أم درمان للفترة 2012م-2017م

Abstract

This study examined the role of governance in the effectiveness of local government by study case of Omdurman locality during the period from 2012 to 2017. It aimed at indentifying the concepts of governance and local government, and toidentify the importance of good governance for the local government system and identifying the characteristics and features of local government, and how to reform it in accordance with international standards. The study used the historical approach and descriptive and analytical approach by reviewing the historical background of governance in Sudan. The sample of the study consisted of (94) participants from Omdurman local staff at different administrative levels. The questionnaire was used as a tool for collecting primary data from the study sample. The questionnaire consisted of two sections. The first one dealt with the personal variables of the respondents (gender, age, academic qualification, years of experience),The second section consists of (4) axes dealing with the variables of the study in dimensions (transparency and clarity, administrative control and accountability, legal commitment, efficiency and participation), and the interview was used. Secondary data about the subject literature were collected from books, references and previous scientific studies. The collected data was statistically processed using the SPSS program to find the frequencies, percentages and means distributions of the respondents' responses to the terms of the study axes and the Chi-square test to test the hypotheses of the study. The study concluded with a number of results, the most important of which are: political instability and weak political will to weaken the reality of governance and the level of its applications in Sudan. Activating the role of governance requires activating the mechanisms of effective and effective monitoring and accountability to make decisions that affect the lives of individuals and society. Allowing the formation of effective elected councils, and the need to promote national reconciliation and strengthen the rule of law.
