dc.description.abstractAbstract The study aims to explore the ability of the public relationships department to contribute in developing the capacity building of the employees in the ministry of foreign through the activities and the training and communicational programs . The study used the direct meeting with numbers of experts and specialists who work within the ministry as an instrument in addition to the questionare tool that applied on a random sample composed of 50 employee from different ranks and different directorates with in the ministry. The main common findings of the study represented in ( the lack of keenness of the directorate of the public relations to provide the employees of the ministry with the training courses ) This result denoted due to the interference between the functions of the public relations department and the other departments in the same institute which led to the lack of the administration of the public relations to perform it's assumed role as a directorate of the public relations. The study revealed a group of secondary results as follows :- The study revealed that the administrator of the public relations in the ministry of foreign performs the publication of the ministry aims and the activities , and reached to existence of an obvious interference between the tasks of the public relations department and the other functions of the other departments of the ministry , The study showed that department of the public relations seeks to spread the awareness of the ministry's activities and tasks in a high degree , as well as it proved that the most communicational mean that is used commonl by the department of the public relations is the Internet then the TV , press , broadcast then the exhibitions at last . The study reached to the independence of the department of the public relations on an obvious policy to develop the performance of the employees in the ministry and the department doesn't organize training courses for the employees in the ministry due to the affiliation of the training to an in dependent department ( the training and capacity building department ) The study reached to the UN adequate number of cader as supervisors to the training on the base of the standard , gender and the quantity, also the lack of the allocated budget to meet the training programs for the employees and finally the study proved that the keenness of the attributes of the department of the public relations and the commitment to the protocols , eticates and compliments in treating the iternal and external universal . According to the mentioned above , the researcher recommend on :- Enhancing the role of the public relations in publication about the goals and the activities of the institute , the act on the holding the dependent to stand independent with a separate functions without interference from other departments , in addition to increase the use of the different means of communication ( Tv, Proadcasting, press and Exhibitions ) in supporting the performance and the activities of the ministry , The importance of the public relations in contributing in holding training courses in the different fields which concerns the employees in the institute specially those in the public relations for ceremonies , enlightening the importance of the training and self development in raising the spirits and in developing thier performance and finally the necessity of allocating adequate budget for different training programs for the employees in the ministry to raise their capacities.en_US
