Abstract: This research aims at revealing the reasons which lead to the declining of reading skills for the pupils at the fourth class basic school and to explain the role of the school, family in developing reading skills. To achieve the research objectives, the researcher used the descriptive approach, designed a questionnaire to consult the male and female teachers and inspectors of Arabic language, another one for the parents in Khartoum Locality, Shuhada Unit. The researcher has reached to some important results One of them is the few number of trained teachers which can lead to the declining of pupils' standard in reading skills, the school – book is not available at school library which contributes greatly in declining. Also the crowded classes is one of the reasons of the the declining in reading skills. According to the above results, the researcher recommended a number of recommendations, the most important of them are: It's important to develop the Arabic language curriculum and to cope-up with the modern learning methods, to prepare the school environment and to provide it with what it needs of buildings, furniture, library, teaching aids and to prepare all the needs which can help in succeeding teaching, using the suitable methods and to avoid its negatives, and to fix the suitable number of pupils in the class-room according to the required criteria, so that the teacher can be able to make a strict accurate follow-up for all the pupils.
