Abstract: This study included the quality achievement problems of the public relations programs in the governmental institutions in Sudan, it's a descriptive, analytic in with the application on the public relations administrations in Sudanese specification and measures administration in time period from (2011 to 2012), and the purpose objective from this study is to identify the problems that prevent the quality achievement in the public relations programs in the governmental institutions. and that's through a descriptive curriculum. The Study's Objectives: - 1- Indentifying the problems that prevent the quality achievement in the public relations in governmental institutions in Sudan. 2- Knowledge of the effect of the public relations administration contribution in achieving the quality in the governmental institutions. 3- The public relations role in depicting the concept of quality, (and the study included many questions in the purpose to get to the scientific results and recommendation that help in solving some problems, that the public relations administration faces in the governmental institutions in the way to achieve quality in Sudanese for specification and measures. This study included five chapters, the first chapter: curriculum frame, Second chapter: the basics of public relations concept, Third chapter: public relations reality in Sudan, Fourth chapter: quality in public relations programs, Fifth chapter: a field study to acquire the primary data. The researcher used questioner's information sources, interview, and observation. in addition to a usage of earlier studies in the field of specialty and the study reached the following results: - 1- The public relations administration in Sudanese administration for specifications and measures. Depends in a big form on the information technology in business and the media campaigns to identify with quality. 2- The public relations administration in Sudanese administration for specifications and measures contributed in a big form in depicting the concept of quality. 3- That the most used methods that the public relations administration in Sudanese administration for specifications and measures uses which is especial editions. 4- The ratio of quality application on the public relations programs, is medium ratio . 5- As is the problem of inaccuracy and overall is from the obstacles that malfunction the production and the performance in the ignorance situation of quality standards application in the public relations business.
