Abstract

The objective of this research is to study the role of civil administration in societal stability in Darfur and the obstacles they face and to make recommendations, and the search on several tests and most important, is that there is a close link between the system of civil administration and the nature of tribal society in Darfur and that the system of civil administration in Darfur include the administrative systems and judicial system that makes them socially and politically at the same time that in addition to the spread of education and increasing awareness among the people may have come at the expense of the civil administration and the problems suffered by the system of civil administration contributed to the reduction of effectiveness in achieving stability in Darfur. And research has come to several conclusions, most notably, that the civil administration is the system of social and political at the same time because it manages the society according to the of backgrounds social, historical and guided through the laws and customs of a legacy, but because it works on the cohesion of the community and Taaddh and protect it from collapse, and the civil administration is a administrative apparatus and judicial in the same time, but in an informal setting, "my family" is the work of administrative and judicial in all areas relating to the affairs of the tribal groups in the context of everyday life and it is considerable financial burdens, and this is described as management cost is cheap, in addition to that, in spite of the retreat of the active role of the civil administration in Darfur during the previous period, but the need remains great for the recovery of that role, especially in light of peaceful coexistence in Darfur. And went out research recommendations of the most important, is that the subject matter of the civil administration and its role to be carefully examined by specialists and experts in the fields of administrative, social, political, historical and economic out positive results and specifications of scientific management and civil structures, duties, powers and privileges, as well as to develop a system of native administration in line with the evolution of society, rationalize and enable them to play its role and stimulate their leaders so as to be attractive so keen incumbents to maintain their positions and develop themselves in order to evaluate performance, and encourage Jawdiat People's Committees of good offices and because of its deep impact in the ease tensions and resolve conflicts and repairing the social fabric and stability.
