Abstract: The aim of the research is to know the extent of the impact of providing an appropriate environment for the process of total quality management on achieving institutional excellence, as well as showing the extent of the impact of senior management commitment to consolidating a culture of total quality on achieving the institutional distinction, and also highlight the role that the institutionalization of participation can play in achieving institutional excellence; The research problem is that total quality management in some contemporary organizations has become substandard; due to the fact that those organizations do not provide the appropriate environment in the overall quality process and do not develop a strategic plan in the process of implementing quality, according to the plans in place, which affected Negatively on the distinction of these organizations; the research followed the historical approach and the descriptive analytical and statistical approach and the case study; the research reached a number of results, most notably of Zain Telecom, effective strategic plans for the process of achieving institutional excellence, as well as the company's management provides the resources necessary to foster creativity. The company also allocates an estimated budget for the process of total quality management; the research came out with a number of recommendations, most notably, communication companies to develop effective strategic plans for the process of achieving institutional excellence, as well as it is important that communication companies can provide the resources necessary to achieve creativity and also that communication companies allocate budgets Capacity for the total quality management process.
