Abstract

This research aimed at knowing the role played by the strategic planning in dealing with catastrophes. The problem of the study is represented in the assumption that the strategic planning in some contemporary organizations has become less than ambitions and this could be attributed to the lack of modern scientific methods in the preparation of strategic planning by these organizations, the matter which adversely affects its dealing with crisis. The hypothesis of the study is based on the following: Adoption of scientific methods in the strategic planning process of organizations leads to decreasing catastrophes, and also, strengthening the culture at participation in the process of strategic planning at organizations develops their performance, as well as, making information available to the competent bodies leads to the optimum use of resources. The study adopted the historical, analytical descriptive and the case study methodologies. The study reached a number of results, the most important of which are as follows: Strengthening the culture of participation among the staff of organization in various fields leads to the development of its performance; and also, should the organization lend an ear to, and consider the staff’s opinions, respect their feelings and assess their efforts, motivates them to cooperate with each others, and work as a one team. Also, making information available to the competent bodies assists in realizing optimum utilization of resources. The study has come out with many recommendations the most important of which are: Paying more attention to, and conducting researches in the field of strategic planning and its role in dealing with catastrophes in order to generalise interest and linking all previous studies in strategic planning. Also, it is necessary to pay attention to the strategic planning when confronting catastrophes. The Civil Defence Authority should take into consideration all environmental changes when conducting the strategic planning process.
