Abstract

The research dealt with- The Effectiveness of Public Relations in the Consolidation of Civilizational Behavior of Users of Public Utilities in Sudan- studied the analytical description applied to the General Directorate of Traffic. In this study, the researcher aims to answer the question which lies in solving the problem of research (which is the effectiveness of the public relations apparatus in establishing the civilizational behavior of the users of public utilities in Sudan), and in response to our urgent need to identify and highlight the role of public relations actors and enhance their participation in human issues In public life, and to achieve scientific understanding of the effectiveness of the general relationship as a means of communication closely linked to human and social relations, and the community's definition of the vitality of public relations in the characterization of civilized behavior as an original principle and a way of life and participate in solving problems and The activities of the institution are defined by the role played by public relations in highlighting these activities and identifying the masses associated with the institution in order to participate in the social issues and to inform them of the possibilities of the institution and its existence, as well as to help the public of the institution to create close relations to participate in the formulation of public policy with their ideas and opinions. And the importance of effective communication in identifying the basic pillars that pave the way to achieve the objectives of the institution and the success of its activities and programs according to plansthrough the questionnaire and interview to obtain data and information as well as scientific observation. This research includes four chapters, chapter one covered the concept and definition of public relations, chapter two covered the basic of public relations,its containsthreesection where the first one covered the concept and definition of public relations, the section two include the aims and objectives of public relations and the section threeon the means of communication in public relations. Then the chapter three which includes the civilizational system of public relations in the societies and contains three sections. The )ط( first section included the concept of values and behavior. The second section included the guidelines of behavior and discipline in the societies. The third section was about awareness and its impact on civilizational behavior. The chapter four included the methodological procedures for the field study, on the case study and the definition of the area of application such as development, legislation and also included the results and recommendations. The most important results of the research through the questionnaire and the interviews were conducted as follows: 1. The study showed that public relations use modern means of communication in their activities. 2. The study proved that the General Directorate of Traffic is interested in public relations and seeks to develop them. 3 - The study confirmed the management of relations passes through the training of employees and subject to courses. 4. The study showed that there is coordination between the Department of Public Relations and other departments. 5. The study revealed that civilized behavior as an original principle contributes to the development of societies. 6. The study proved that public relations through traffic seek to use effective methods in the consolidation of civilized behavior.
