Abstract: This study is entitled: Decision making and its impact on the organizational commitment of employees, a case study of the General Secretariat of the Ministry of Higher Education, Research and Innovation, Republic of Chad, period from 2011 to 2016. The problem of the study revolves around the following central question: What is the impact of the decisions of the Ministry of Higher Education, Scientific Research and Innovation on the organizational commitment of the employees in the Republic of Chad? The objectives of this study are to identify the methods of decision making and the extent of the employees' commitment to it, to analysis the decision-making procedures of the ministry, to identify and determine the factors influencing decision-making in the ministry, to determine the level of efficiency and accuracy in making decisions in this ministry. Researcher used analytical, descriptive method, in addition to the case study to prove the validity of the hypotheses. this study gets some results as the follow: The efficiency of the administrative systems, legislation and laws helps to the organizational commitment of the employees, the scientific bases and the awareness of decision makers and policy makers, helps to organizational commitment of the employees, the political reference and national support helps to make decisions and organizational commitment, and cooperation between scientific research and decision-makers helps in the organizational commitment of employees, in addition to the Secretariat of the Ministry of Higher Education is responsible for preparation of draft laws regulations and directives relating to the organizing and conduct of the functions of the Ministry and its departments. According to the previous results of the study, the researcher recommends that the need to reduce bureaucracy in the administrative field suffered by the Ministry of Higher Education in the Republic of Chad, as well as attention to awareness programs through scientific seminars aimed at the participation of the researchers with the competencies to educate the employees of higher education to achieve the objectives of knowledge that is in line to era . Arabic language should be more knowing of the administrations in Chad as stipulated in the Constitution in Article 9, in addition to the establishment of a joint body of scholars in Arabic and French, Shear language among citizens.
