Abstract: The aim of the Study is to identify the Role of Human Capital Management in the Productivity’s enhancement of the higher educational Institutes in Sudan. The problem of the research lies on: what is the role of human capital management in the productivity’s enhancement of the higher educational Institutes in Sudan? And there are several sub-questions appear from this question which are; how effective is the ability to measure the role of human capital management for the productivity of the higher educational institutes? How affective are the financial resources specified to the human capital management for the productivity of the higher educational institutes? To what extent can the use of technology and modern techniques affect the human capital management for the productivity of the higher educational institutes? The hypotheses of the research based on: there is a statistically significant relationship between human capital management and the productivity of the higher educational institutes in Sudan, also there is a statistically significant relationship between the ability to measure the role of human capital management and the productivity of the higher educational institutes, and there is a statistically significant relationship between the financial resources specified to the human capital management and the productivity of the higher educational institutes, and also there is a statistically significant relationship between the use of technology and modern techniques of human capital management and the productivity of the higher educational institutes. The research follows the historical, analytical descriptive methodology and the case study methodology. The research had found some results, the most important results are: the higher educational institutes keen to attract human elements with sufficient skills and experiences by the approval of 76.1% of the respondents, also 68.4% of the respondents agreed that the higher educational institutes are interested in training and qualifying teaching staff, as well as 58.9% of the respondents agreed that the higher educational institutes are interested in providing the teaching staff new skills in their specialties, 66.1% of the respondents also agreed that the higher educational institute provides a work environment that encourages innovation and creativity. The research also recommended a series of recommendations; the most important are: one of the higher educational institute’s priorities should be to establish a sense of belonging at the teaching staff, also the higher educational institutes top management should involve the teaching staff in decision making, and the higher educational institute should allow employees to participate in evaluating their performance.
