Abstract: This study aimed to identify the method of Management by Objectives and taken the Qatar Charity as the Case Study. The study aimed to identify the extent of the impact of management method targets in the development of voluntary organizations and deepened in the identification of the concept of Management by Objectives through what is reported from particular theory and concepts and field studies, as well as aimed the study to identify the voluntary work in general and in Sudan specifically then identify the organizations and the Islamic organization Qatar Charity programs specifically, as well as to identify the point of view of employees in the executive and supervisory positions in diameter charitable about the reality of the application of management by objectives approach and the extent of saturation of its employees and try to apply it and to any over contributed to the development of the organization's programs. For achieving these targets assumed study that sound goals lead to continuity and development in organizations and that there is a strong relationship between the traditional administrative methods used in the Qatar Charity and method of management by objectives and that the approved funding from philanthropists system targets type (donation Profile) do not achieve the desired results. On the other hand, the accredited institutional funding targets type (grants from institutions or major donors) Check the results of the biggest and benefits and to find out the obstacles that could prevent effective management style targets assumed study that overlap in the terms of reference of the departments in Qatar charity presidency causes disability application management style goals. The researcher used a arbitrator questionnaire contained background information on the respondents, who were selected at random from among the employees of Qatar Charity in the worldwide and the researcher used statistical analysis software spss to view and analysis of the study data, and finally, the researcher suggested that the style of administration goals of effective methods in the development and private voluntary organizations Islamic and that the best application would lead to the development of such organizations in general and Qatar Charity specifically, as each answers the respondents pointed to this result, which uniformed by reports from the field of organizations and official records. The study recommended the use of all the organizations for this style and focus on training staff on how to use this method so that it can Muslim organizations to achieve greater development and balanced growth between large services provided by the improved process environment
