Abstract: The study examined the impact of the functional behavior on the application of comprehensive quality program, the study was applied for the presidency of Patients Helping fund Organization, and epitomized the research problem in three questions about Is there a relationship between the behavior of individuals in the organization and implementation of comprehensive quality program? Are the rules and regulations play a role in guiding the behavior of individuals towards the application of total quality program? Does administrative leadership contributes to the success of the application of total quality program ?, The study aimed to identify the organizational behavior and its impact on the application of comprehensive quality program, and to identify the overall quality and importance of the system in the business world, and enlighten the institutions of the importance of total quality for her and their customers, and guide workers toward behavior positive which contributes to the overall quality of the application program. Among the hypotheses of the study and there is a correlation between the behavior of individuals, and the application of total quality program, and the rules and regulations play a role in guiding the behavior of individuals towards the application of total quality prog ram, and contribute to the effectiveness of managerial leadership in the success of the application of total quality program. Was used descriptive method to analyze data using statistical package program (SPSS), and the most important results of the study and there is a correlation between the behavior of individuals and the application of total quality program, rules and regulations and play a major role in guiding the behavior of individuals towards the application of total quality program, and the effectiveness of administrative leadership contributes to the success of the application of total quality program. The study recommended that patients subsidy fund organization managing bother the overall quality and ensure the continuity and make the culture of quality and dissemination within the strategic plan of the organization, also it recommended that the organization maintains cadres excellence and work to keep them alive, and recommended attention to training and continuous training of staff and the deployment of the learning organization culture, and work on updated rules and regulations on an ongoing basis, and that bother continuous assessment of the behavior of workers and their calendar, and to take advantage of global organizations in the field of quality.
