Abstract: The subject of research employing public relations in shaping public opinion, "an analytical and descriptive study of the application on the views of Sudanese affairs abroad." The researcher aimed of this study to know the functions of public relations expatriates and how they can use them and employ them in the direction form an expatriate opinion about the device and the services provided to them by performance. Public Relations Device Expatriates is Responsible for contributing to the formation of a real and proper and positive public opinion and that is to provide sufficient information for expatriates sound ways by different means of communication and media , Public Relations should work well to create mutual trust and spread the spirit of friendship and mutual affection between them and Expatriates form an opinion properly about it and its policies and actions and enforcement and therefore have public opinion for expatriates based on knowledge and fact, and based on the truth and this is done by conscious scientific study, scientific research and proper experience and practice and specialist efficient public relations. The research is divided into four chapters, the first chapter includes a methodological framework for research and ensure that,` the second chapter of Public Relations, this chapter contained three sections the first section include on the origins and evolution of public relations and the second section talk about the function of public relations and engineering job satisfaction, third section include on Social Responsibilities of Public Relations, Chapter third Ensures Public Opinion and Philosophy of influence, and contains three sections the first what the composition and the types of public opinion, the second section talk about Mass Media and influences public opinion, third section tendencies, trends and ways to modify and ensure that, Chapter four talk about Field Study, which included a case study and definition of the region of application and the findings and recommendations. Among the most important findings of the research through interviews, observation and analysis of the questionnaire poor public relations in linking expatriates to their homeland and there is no effective means to connect expatriates device, with his specializes, the device does not accept the performance and proposals expatriates significantly and also confirmed overstock which provides them with service as evidence of the deterioration of administrative services and the vast majority of workers in public relations specialists and that is the public relations contribute to the transfer of Sudanese Heritage by 68% and the study showed that 49.3% of the proportion of the Envoys see the failure of the device to follow up External Labor Markets to provide job opportunities for expatriates.
