Abstract: Abstract The study on the impact of human resources planning on the performance of the institutions (the study of status of police forces head quarter in the period from 2009_2014) . The problem of the research was that many of the institution are suffering from poor planning awareness for the human resources as a result of lack of experience and failure to follow proper scientific methodology which leads to errors in the process of the institution for their requirements of human resources the scientific importance of this research lies in addressing the human resources planning considering that human resource is one of the most important factors of production the driver of the other factors of production as well as to contribute to the enrichment of the culture of human resources planning institution providing scientific material benefited of it those interested in human resources management. Among the most important assumption upon which the study is built that the human resources planning leads to the formation of production work force and its negligence leads to labor disruption and that proper planning of human resources lead to institution . Researcher followed the descriptive method and statistical analysis. Of The most important findings of the study . Human resources planning leads to the formation of productive work forces and reduces the appearance of disguised unemployment, The neglect of human resources planning leads to the labor disruption and increased operating costs and Proper planning of human resources help to raise the efficiency of the performance of institution . The most important recommendation. The need to enhance awareness of the planning of human resources of those who occupants of senior posts in the institutions to secure their enthusiasm for human resources planning and the commitment of its findings, Capacity building for those responsible of human resources planning to raise their capabilities and develop their skills in the field of human resources planning And Follow modern methods and scientific methodology in human resources planning.
