Abstract: Abstract This research studies with an analytical approach, the impact of the administrative organization on the performance development of the headquarter of the Zakat Bureau. The research is divided into four chapter (elven sub-chapters). The first chapter speaks about the idea of the administrative organization as a job following the planning operation, It's role in the measurement of the designed plan and it's importance in adjusting and co-ordinating the different activities in the institution. The chapter also tells about the emerge and development of the administrative organization science through the theories and schools that tackied it all through the twentieth century, it also identified the features of the effective organization agreed upon by the scholars . The second chapter introduced the organizational structure asaframework that shous the different units of the institution, and the characteristics that features the effective organization, structure, at the end the chapter shows how to design an effective organizational structure, depending on three ways each expresses an identified approach. The third chapter places the Zakat Bureau in the Islamic thinking that is through looking up the Holy Quran and the Hadeeth of the Prophet (P.B.U.H) that show the organization of the Zakat and also its organization in the caliphate, Amawhite and Abasite era. The end of this chapter is about the development of the administrative organization of Sudan Zakat Bureau and the place of the Zakat development since the Mahdia State era. The fourth chapter analyses the objective that the Zakat Bureau of Sudan opts for, through its activities, at the Federal and State level together with the Zakat vessels, distribution channels and levying operations. The research ended with a number of results the important of which are as follows: • The weakness and instability of the current administrative and organizational structure of the Zakat Bureau and the absence of the job description all these there will impede in realizing the objective. • The dualism and the interaction of the Zakat Bureau responsibilities with some of the state responsibilities. • The geographical location of the Zakat Bureau headquarter adds to its load. • The attachment of the Bureau to different ministries led to its administrative instability. • The stagnation of the employee's promotion led to insatisfaction among them, a matter which has its impact on the performance. The weakness of the mechanism which implement the law, gives a room to some of the Zakat payers to delay paying their Zakat. The research recommends the following: • The necessity to develop the institutional performance and the regulations that help. • The expansion of the umbrella all of the Zakat work (levying of distribution). • The entire need for the job description. • The need for deepening the Zakat preach (Dawa) among the employees. The necessity of co-ordination between the Zakat Bureau and the units that have the same nature. The importance of training which may better the performance of the employees and their efficiency.
