Abstract: Abstract The research problem is concerned with the effects of the informatics’ application on the civil service during the first stage of the first five years, 2007-2011. It has also pursued the constraints involved and analyzed the problem, that appeared in the process of application. The problem addressed by the research is formulated in the following questions; 1- What were the effects of the informatics ‘application on the civil service, during the plan’s first stage (the first-five years) 2007-2011? 2- What are the constraints and obstacles which have faced the informatics ‘application in the civil service? 3- What is the extent of the general awareness and enthusiasm toward the informatics’ application? The research draws it is importance, from the introduction of informatics as an essential development in today’s world. The research aims to introduce Sudan’s quarter century strategy. It also aims to explore the extension of the informatics’ application in the first stage (the first five years). The research has clearly shown the various effects of informatics’ application, the obstacles involved, based on the analysis of the research problems. The hypotheses of the research have, therefore, consisted of the following premises: 1- The absence of the informatics’ application in the civil service has negatively its performance (i.e. lead to the tardiness of the civil service). 2- The introduction of the informatics in the civil service has led to improve the performance. 3-There are various effects resulting from the moral, human and materialistic environment of the civil service on the Informatics ‘application. The research employed the descriptive, historic, quantitative and case study methods in its data analysis. The research has used the questionnaire, method and interviews as principal methods of data collection. The research has concluded with the following results: The lack of appropriate computing devices, inadequate data base, inadequate training and lack of wide use of the network by administrations, in addition to the inadequate work environment are considered to b the main constraints and obstacles which hinder the informatics ‘application in the civil service. The research has offered the following recommendations; 1. The work environment should be facilitated with more appropriate computing devices and facilities. 2. The work environment should consist of an efficient network which links the various administrations of the ministry 3. Adequate training should be provided to the employees. 4. The human and material environment of work should be further promoted.
