Abstract: This study dealt with the role of training needs in developing performance - a case study of the Federal Ministry of Finance. The objective of the research is to clarify the extent to which Sudanese institutions are implementing and practicing the steps of building the training strategy, as well as identifying the most prominent types of training programs offered to Sudanese institutions. The problem of research was the extent to which the Sudanese institutions applied the list of activities related to the existence of a clear training strategy and the impact on the level of performance of their employees. The main hypothesis of the research was a positive relationship of statistical significance between the training in the Ministry of Finance and Economic Planning and the level of performance of its employees. The research followed the descriptive analytical method, and the method of case study. The researcher used the questionnaire and interview tools to collect the study data. The sample of the selected research was 30 employees from the training center in the Federal Ministry of Finance. The research has reached a number of results, the most important of which is that the identification of the training needs in a scientific manner leads to the development of the performance in the organization. The application of training programs of suitable quality for the trainees leads to the development of their performance in the organization. The evaluation and follow-up of training programs on a continuous basis (before and after exposure to training) leads to the improvement of the work performance of the organization. The use of modern technology in the training process leads to the development of the organization's staff performance. The organization needs to know its training needs so that it can identify the type of training that can improve the performance of its employees. The organizations should adopt a training strategy according to their nature in order to ensure the availability of efficiency in a timely manner.
