Abstract: The problem with search in that business organizations are the human element which is the main pillar of its success and achieve their objectives for this to be increased attention and action on use effective use, and has dominated the belief in special cases that the individual is forced to work regardless satisfy job occupying. This resulted in the neglect of the human element, especially in the Office of Tax and thus happened marked decline in the quality of performance of employees in the Office of taxes, it has become necessary to search for a solution to this problem. As a result of the continuing increase in the size of organizations and turning ownership and increase the use of technology and competition between institutions similar, in our contemporary interest in the subject of change has emerged which has become a prominent feature and the need important ضروراته. Despite the importance of the change but faces resistance and this is one of the causative factors of organizational conflict. The problem in the following questions: - Is job satisfaction affects the performance? - Are organizational conflict affects council taxes? - Are organizational conflict affects the motivation?. The objective of this research to identify factors influencing the emergence of organizational conflict, appropriate ways to manage it. Organizational causes of conflicts, to identify the extent of the difference between the methods in conflict management theory and actual practices in institutions, determine the appropriate method of conflict management, to identify the impact of the conflict management Altzimi on job satisfaction in taxes council. Suppose: There is an inverse relationship between organizational conflict and the performance of employees, there is an inverse relationship between organizational conflict and increase production, system stimulation leads to a sense of job satisfaction. The researcher used the descriptive method and analytical case study approach. The research found a number of important results: 1 - organizational conflict largely reflected its impact on the performance of employees. 2 -Structure of the causes of organizational conflict council taxes. 3 - material incentives lead clearly to the low skills development process, as well as one of the social factors that contribute to the payment of the employee and increase the rate of his consent .4 - no job satisfaction council tax incentives offered by the administration .5 - incentives lead to increased productivity. He recommended a number of recommendations including: 1 - you must rearrange the organizational structure of the council taxes to reduce the effects of organizational conflict. 2 - need development of overtime for council taxes to increase work efficiency and job satisfaction for workers .3 - High interest in politics and decisions that concern workers and the development of competencies in place to avoid conflict the tax regulatory council.
