Abstract: This study aims to explain the role of organizational development, it’s objectives, principles of managerial organization, and to acknowledge the process of employee’s performance evolution, it’s initials and the quality of post graduate education between the binds of modernization and challenges of globalization and phases after modernization. The importance of this research is for the fact that organizational development is considered as one of the vital applications of science of organizational behavior and a basic feature of a successful organization, organizational development is unearned about the planned changes in organizations in way to match the quick changes in circumstances and factors in the domestic environment. The most important objectives accomplished by the research acknowledgement of the managerial organization concept along with its targets, principles and kinds, beside the definition of educational organizations control and the organizational behavior and employees evaluate post graduate education in the ear of globalization and modernization. To test the credibility of these hypnoses (SPSS) program has been used for analyzes and the hypnosis’s are as follows. (There is a statistically indicative relation between the objectives and strategies of the organization and the effectiveness of managerial decisions in the corporation) , There are also a statistically indicative relation between the promotion of systems and managerial policies and the effectiveness of managerial decisions in the corporation. The study has come out with varied results such as: the relation between the targets and strategies of the university an effectiveness of managerial decisions, seeks to attain the prior objective of the university that is the organizational promotion and improvement of performance along with the provision of a degree of flexibility to match the huctuative work environment. In addition it works to facilitate organizational promotion and improvement of performance. The most vital recommendations of this study of the university on one side and effectiveness of decision on the other is seeking to attain the basic objective of organizational promotion and improvement of performance beside a degree of elasticity to face the factitive work environment in addition, the promotion of systems and policies of management in the university serve to facilitate the process of organizational promotion and performance improvement.
