Abstract

The aim of this research is to find out the impact of the investment policies variables on the process of attracting foreign direct investment to a particular country, with a focus on their impact on investment in the tourism sector in Rwanda. Therefore, the problem of this research is how Africa will be able to prepare the required investment environment to attract foreign investors. In this regard, the descriptive methodology was adopted to collect basic information on the topic, then the historical approach, to look for the reasons that explain the attitude of African countries towards foreign investment and its evolution since their independence. Finally, the researcher adopted the analytical approach using the SPSS statistical analysis software, which is based on descriptive and analytical methods. The results of the analysis showed that there is a statistically significant relationship between improving investment policies and attracting foreign investors in the tourism sector in Rwanda. The study found that the most important determinant variable of these policies is the human capital factor, and in particular, policies that ensure equality and property rights between men and women in doing business. The most important recommendations were the development of human capital to avoid structural unemployment through the provision of skilled labor to foreign companies established in the tourism sector, and the strengthening of institutions for attracting, welcoming and retaining the foreign investor in Rwanda in general, and in the tourism sector in particular.
