Abstract: This study concened the impact of management development on the effectives of Sudanese Customs Authority’s organization as the concept of management development was adopted in different governmental facilities and that was for ; a paradigmatic shift in these facilities performance, encoveragment of these facilities to provide the best services for each other , and improvement of their professional performance with the most efficient and effective ways . From this point , this study comes as a contribution in to fill the gap which was occurred by the absence of neutral mechanism for evolution of management development programs in governmental facilities outcomes , as the issue of the study was explained in many questions that were summarized in one big question , How far is the effectiveness of ; reengineering , work procedures , polices and low , and development of working forces ( humans ) on professional performance in the government facilities? The study aimed to illustrate ; possible effects of management development on manager and administrators employee performance and behaviors through measurement of their opinion’s and orientations and reality and the level the management in the public sector which might be beneficial for –who are interested in govern mental facilities – planning strategies that can lift the reality of management development in those ministries so as they participate in reaching the needed level of performance . This study emphasize that it gives scientific analysis for management development in public sector experience. Furthermore , for this study purposes to be accomplished , some hypotheses between the management development and increasing the efficiency and effectiveness of performance were introduced ; there is a direct statistical relation between improvement of efficiency of performance and reengineering , other direct statistical relation among simplifying of work procedures , professional work effectiveness of performance , also there is an inverse relation between improvement working forces and the professional performance of facilities . This study depends on three curriculums; historical, descriptive analytical and legal which are included in the nature of the issue that requires a clear justification for this study; variables , data collection , then analysis of collected data and reaching a conclusion in form of result and recommendations . Thus , the results of this study were summarized into five important results; Customs Authority has enough capability to redesign its own operations , organizational structure of customs Authority is capable of facing urgent changes , the relation between management and other sections is obvious for every concerned individual organization, Customs Authority evaluates and measures effectiveness of the training programs that are specific for employees skills development , and finally customs Authority depends on experience and efficiency when hiring to choose the most efficient managers and administrator employees . As a conclusion the recommendations of this study are; execution of procedures should not take longer time than necessary,customs authority should introduce open-door policy with costumers , Also it should consider stating the training need for all employees and lastly plans and programs should be done according to polices and lows that are implanted .
