Abstract: Developing educational syllabuses in educational institutions generally is a matter that concerns the researcher; equally as his being concerned with the situation of Arabic Language, and learning Arabic in [ Al- Ru'wad International Schools(RIS)] of Riyadh, Kingdom of Saudi Arabia (KSA). The researcher has visualized the necessity of conducting a descriptive, analytic and evaluative study for the [Learn Arabic Series (LAS)] of the [Basic Level of Education (BLE)] in (KSA). The major objective of this study is to explore the nature of the content of this syllabus including the measures for selecting the entries and structures, and henceforth the linguistic content and the selection of the teaching methods, and the issue of the test- and- evaluation techniques, so as to contribute to the development of their programs of education , taking into consideration that it is a foreign language in (RIS). The researcher adopted the descriptive methodology to apprehend the actual situation of teaching Arabic Language in (RIS) together with evaluating the stage-one and stage-two of the [Student Book Level Two (SBLT)] of the (LAS), the ways it is taught in those schools. The researcher used interview in collecting data from experts who teach Arabic to the non-Arabic Speaking (TATNAS)]. The study-sample included stage-one and stage-two of the [Student Book Level Two (SBL-2)] of the (LAS), in all (RIS) in Riyadh, (KSA). This study covered six Chapters. Chapter One discussed the Fundamentals of the Study. Chapter Two, The Theoretical Framework, is composed of four topics namely: 1- The Syllabus Elements of (TATNAS). 2- Constructing Arabic Syllabuses for non-Arabic speaking in Primary school-Level of education. 3- The methods and skills of (TATNAS). 4- Evaluating the syllabuses of (TATNAS). Chapter Three; which is the previous studies, included an introduction and a display of previous studies, comparison, discussion and utilization of the same. Chapter Four discusses a display of the procedures adopted by the study and the steps it followed. It is a brief introduction to (RIS): the syllabuses, means of teaching, the study society, the study sample, the method of selecting the sample and the technique of analysis. Chapter Five: Analysis and Discussion. Chapter Six: discusses the findings, the recommendations and the suggestions. At the end of the study the researcher gave a list of the sources, references, researches and periodicals from where the study-information is obtained. The study arrived at a number of results, most important are, 1- The stage-one and stage-two of the [Student Book Level Two (SBLT)] of the (LAS) is considered a real addition to (TATNAS), and it is prepared according the latest scientific means in this field. 2- The book satisfies the conditions of (the good text book), as far as the compilation, publication, indexes, organization and guide. 3- The material is produced in the form of study-units; each unit has a different color 4- The book contained miscellaneous topics, covering twenty-four subjects of every-day life. 5- The authors relied on the communication approach, concentrating on dialogues and communication training. The dialogues included the basic linguistic substance for the subsequent language lessons and skills. The Most Important Recommendations: 1- Training the Instructors on how to teach the (LAS) books. 2- Intensifying the companion activities that enhance acquiring the four linguistic skills i.e. listening, speaking, reading and writing. 3- Incentivizing the students towards learning Arabic. 4- Intensifying linguistic games that make learning attractive to children. 5- Hold a field-survey to know the difficulties confronting the Instructor on teaching the series.
