Abstract: The research assessing the role of performance in human resources development, with a case study for Moawia El lbrair group of companies during the period (2005 - 2010), the research had talked through three chapters about the performance appraisal, human resource management and the field study of the group. The search problem is the lack of attention activate the criteria for evaluating the performance, the importance of the role of human resource management in the process of assessing performance, and show how best to evaluate. The research aims to look at the criteria for evaluating and measuring the performance of human resources and compliance and how to develop human resources, and its measurement, and achievement of organizational effectiveness through the application of standards and take corrective action and development to benefit from the results of the evaluation . Researcher used the historical, descriptive, analytical methods beside case study. the field study were conducted on the tow manufacturers of the group to prove the hypothesis of the research, which was the most important: the continuous evaluation of performance lead to the development of human resources and lack of activation of a negative impact on standards development Research found a number of results including: an emphasis on the introduction of the evaluation criteria and conduct scientific assessment process on an ongoing basis with the business as an environment conducive to disease development of human resources. Finally, research recommendations, including: - Interest in the process of assessing the performance and sustainability, and the introduction of the evaluation criteria of scientific objectivity and fair human resource development. - Revision of wages and salaries and incentive system periodically to cope with the tasks entrusted to the business and employees.
