Abstract: This research covered by study and analysis the evaluation of training programs in public institutes and its effect on the performance of employees. The research covered training concepts, its importance, objectives and training methods. The research problem was based on the need to investigate the effect of evaluating training programs on employee performance and the role of evaluating training programs in developing employees’ skills in public sectors. The research aimed at knowing the contentment level management in organizations had towards training programs and to what extent they perceived training in organizations. It also aimed at knowing the shortcomings and weaknesses in the current training programs in the university. Lastly, it aimed at investigating the follow up level of management in organization to the environment variables that affected the training program. Hypotheses were formulated and tested. Among the hypotheses; there is a relationship that is statistically significant between the interest and importance the management gives to training evaluation and the effectiveness in evaluating employee performance. There is a positive relationship between evaluating training program and employee performance. There is relationship that is statistically significant between effectivess in the evaluation of training programs and the use of modern ways in performance evaluation. The researcher employed the descriptive methodology and used questionnaire as a tool of study; 50 questionnaires were distributed to the respondents (employees working in the human resource department in the university of Al Nilein) out of which 30 were collected and analyzed using the Statistical Package for Social Sciences (SPSS) software. The researcher after analyzing the questionnaires derived the following results: 1. The determination of training needs by the university led to efficiency in performance. 2. The high interest to training programs by the employees led to the development of their skills. 3. It was also clear that the university determined the employees who joined training programs based on efficiency in performance. And among my recommendation to the university: 1. The university must be more concerned with prior planning of training programs and must set required objectives to be achieved from a training program. 2. The university must concentrate more in developing employees’ skills as this will help them to effectively execute duties assigned to them. 3. The university should be contented with the importance of training.
