| Abstract: | Abstract This research aims at knowing the relationship between higher education planning and comprehensive development according to the comprehensive and National Strategy 1992- 2002 , by exploring what has been achieved in the higher education sector during that period, in addition to knowing the most important problems confronted the progress of higher education strategy implementation. The researcher has also sought to provide a simple concept of planning in general, in addition to the strategic planning and higher Education Planning specifically ,which help understand its importance in achieving the comprehensive development through the national comprehensive strategy and presenting a historical view of education for higher education planning in Sudan since its foundation until the date of national comprehensive strategy. For the purpose of the pilot study, a group of questions have been asked to explore the views, for the answer of the research question, a questionnaire has been designed into three sections and distributed to the target sample which comprised academic staff at Sudanese governmental universities in Khartoum State, the sample composed of (250) academic staff, where the descriptive approach was used. Then the following results have been reached at : 1- there is a relation between higher education planning and comprehensive development in some inputs, processes and outputs which has weakened the comprehensive development process . 2- Expanding in the number of students was not accompanied by expanding in the basic infra-structure of higher education such as equipments, libraries and laboratories. 3- The quantitive expansion in education during the period of National Comprehensive planning has emerged as a result of social demand considering education as a human value in the first place which helped making higher education popular which in turn had a positive impact on comprehensive education, recognizing the humanely is the tool and goal of the comprehensive development. 4- The university environment in the period of National Comprehensive strategy is poor and does meet satisfy the aspirations of the educational processes to make effect development as regards the teacher or student, it also lacks the electronic library and it is guide , up to date references, workshops and modern laboratories. And in the light of the results, the researcher recommends the following : 1- To compel the universities to conduit scientific research in certain topics, each in a specific specialization and in a certain field. 2- The state and productive agencies should finance the scientific research by creating joint work opportunities between the specialists in certain field of research and the specialists and work holders and these holders should be in the board of university. 3- Setting a clear philosophy for higher education based on goals specification to change the curriculum in certain periods regularly to match the development in all domains. 4- Building transformational centers "Training" for training students- during their university study- on some manual works or small technical works to help them in future. 5- Draw the attention to the university environment with its all aspects to improve students performance . |
