Abstract: The lower Atbra river region is the most primitive area although the river Nile state .It suffers from all kinds of serves \education \health \social and agriculture . The area is very rich concerning fertile land animal wealth , minerals ,water supply and others but the absence of proper development planning and programmers that can be executed pull the area back year after year in all fields . The people of the region still using very traditional equipments in cultivating the land such as Toriya ,Malood ,Najama , while most of agriculture land nowadays is cultivated by modern equipments and gives very good result. The complete absence of GOV. officials in various specializations leads to the damage of the people dreams in getting better services or Amy progress to the area in older to let its people feel that they are living a reasonable standard of life . The area is very rich and the people are very hard workers but the only they need is responsible and help full formal of officials to look after them and try to change their life to better condition . The researcher used the description method and reached to a number of result high lighted that they should be ahigh degree of imponlace to wards the rural development of the concord area , specially in the agriculier and education tildes . The Abstraction represnls some recommendation which are the most important of them are excutuy big Agricultural projects of thir solving the land possession problem and try strongly to make education stable and continuously promising.
